DGR - Transport of dangerous goods by air

In this program, the participants will acquire knowledge on legal requirements, operational restrictions, packaging instructions, marking, labelling, regulations for documentations related to the transport of dangerous goods, receiving and handling shipment with dangerous goods and relevant processes, always in accordance with the latest manuals of ICAO and IATA (The International Air Transport Association), as well as with the national legislation for transport of dangerous goods by air.

The training program implies the method developed for conducting the trainings, that consist of lectures, materials related to the course (such as leaflets, projections, video materials, exercises, etc.), examples of test questions and learning notes;

The Program for dangerous goods implies the activities carried out by the national competent authority to meet the requirements of the Annex 18 – Safe Transport of Dangerous Goods by Air of ICO;

The provisions of Regulation No.8/2014 as well as provisions of Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284-AN/905) must be implemented for all operations of civil aircraft in national and international transport by air.

WHAT ARE DANGEROUS GOODS ? Dangerous goods are items or substances which are capable for posing risk to health, safety, property and environment and which are shown in the list of dangerous goods in the Technical Instructions, or classified as such according to the Technical Instructions. The Regulations of the International Air Transport Association describes in details the dangerous goods transported by air. Moreover, IATA provides recommendations and instructions on how to handle these goods and how they should be packed. The passengers are allowed to transport few dangerous goods provided that they adhere to the regulations in force and to the specific requirements. It is important to emphasize that these goods in commercial quantities are not allowed to be transported in the baggage of passengers and they must be subject to obligatory declaration. TRANSPORT OF DANGEROUS GOODS BY POST In accordance with the Convention of Universal Postal Union (UPU), dangerous goods defined in the Technical Instructions are not permitted to be transported by post, unless with the exceptions of those listed in the Regulation 8/2014. CAAK shall ensure the compliance with the provisions related to the transport of dangerous goods by air. TO WHOM IS DEDICATED THIS TRAINING? The training on transportation of dangerous goods by air is applicable to the national competent authority and is mandatory for all employees of the following categories: - shippers; - freight forwarders; - ground handling service providers and cargo handling agents; - operators, and - training providers. This training is mandatory for every organization, company or individual providing services related to: - shipments of dangerous goods provided for air transport; - passengers and baggage handling. NATIONAL COMPETENT AUTHORITY The Civil Aviation Authority of the Republic of Kosovo (CAAK) is the national competent authority in the Republic of Kosovo that is responsible for transport of dangerous goods by air in accordance with the ICAO (The International Civil Aviation Organization) criteria.
